Introduction: The Expanding Patchwork
In this series, we have established the two primary models for AI governance. The EU AI Act represents a prescriptive, legal-first model (the "what"). The US NIST RMF represents a voluntary, process-first framework (the "how").
As a global executive, your problem would be simple if it ended there. It does not. The rest of the world is building its own rules, creating a fragmented "patchwork" that is an operational nightmare. Let's look at two other critical players—Canada and Singapore—to illustrate the fragmentation headache.
Canada's AIDA: The "High-Impact" Accountability Model
Canada's Artificial Intelligence and Data Act (AIDA) is taking a path similar in spirit to the EU, but with its own distinct language. Where the EU focuses on "High-Risk" systems, AIDA focuses on "High-Impact" systems.

This is a technical solution, not a legal one. AI Verify is a software toolkit that helps your data science teams test their own models against 11 AI ethics principles. It is designed to help you demonstrate compliance through an "integrated testing framework" that evaluates fairness, explainability, and robustness.
The Executive Headache: One Model, Four Different Questions
Now, put yourself back in the CCO's chair. You have one new AI model being deployed globally. Your team now faces four different sets of questions from four different frameworks:
- The EU asks: "Is it 'High-Risk'? If so, show me your continuous 'Risk Management System' and 'Post-Market Monitoring' plan."
- The US asks: "Show me how you 'Mapped' this model's risks, 'Measured' its performance, and are 'Managing' its lifecycle."

These frameworks are not interchangeable. They use different taxonomies ("High-Risk" vs. "High-Impact" vs. "Mapped Risks"). They demand different evidence (a legal system vs. a process document vs. a technical test report).
This is the "Rosetta Stone" problem. A manual GRC team cannot cope. You need a "Rosetta Stone"—a single platform where one internal action (e.g., "Run a fairness test") can be automatically mapped as evidence to all four of these external, overlapping, and evolving frameworks.
